Come to think of it, the initials on the EPROM kind of spell "clock." I will guess it's a clock, too.

You win!  It's a homebrew PS/2 keyboard interface for the TI.  It fits inside the TI "upside down" allowing use of either the internal or external keyboard at the same time.
