Looks like it allows the use of an old PC joystick or gamepad (with 15 pin connector) on a 5200. It may be a really nice alternative to the super expensive digital joysticks for 5200. Oh for SURE it is nice to be able to use a old analogue PC controller in combo with a keypad on the 5200! Especially since PC controllers are pretty cheap and plentiful. I actually have an option for that, years ago a fellow on Atari age sold DIY Y-adapters that allowed connection of such a controller along with your 5200 controller simultaneously giving you access to the regular 5200 pad, certainly not an elegant or pretty solution but it works!
