Why the heck would he do that? Is he holding his broken car together? What is he, Hercules? Or is he going to dislodge that wheel to purposely harm another driver?

One thing I have learned about the video game world is that anything is possible...even if it means holding your own car together to cross the finish line first. Look at how many times Roger Rabbit hit himself in the head with a frying pan. But this artwork is misleading and confusing. The artists could have thought up something a bit different.

I'd have to go with option 2 as well. maybe the "sneering smile" he has is because he knows he's so good he can still win even while holding his car together and driving at the same time.
